Add Deployment Patterns support for Initial model when opening new agent chats
Can be

  1. Policy (config profile) via MDM
  2. function in settings that can be slipped in during install
  3. Enforced by enterprise admin

This currently defaults to composer which did not work well for users & engineers. (most end up changing to claude models.)
