Where does the bug appear (feature/product)?
Cursor IDE
Describe the Bug
In Cursor 3, Agent chats are implemented as editor tabs. That makes Agent tabs and file tabs share one VS Code setting: workbench.editor.limit (mine is 25).
Agents already has a separate Max Tab Count (mine is 5, stored as composerState.maxOpenTabsMode=custom / maxOpenTabsCustomValue=5). That limit does not cap Agent tabs independently. They keep opening until the editor-group limit of 25. Closing them does not remove IDs from composer.composerData.selectedComposerIds or workbench.parts.embeddedAuxBarEditor.state, so the next launch restores the whole list. Count goes 9 → 13 → more.
These two limits must be separate. File tabs should stay at 25. Agent tabs should honor Max Tab Count = 5. Users should not have to lower workbench.editor.limit and lose file tabs.
This matches the tracked restore bug, plus a missing product contract: Max Tab Count is ignored once Agents live in the editor tab group.
Steps to Reproduce
Set workbench.editor.limit.enabled=true, workbench.editor.limit.value=25, workbench.editor.limit.perEditorGroup=true.
Set Cursor Settings → Agents → Max Tab Count = 5.
Use Agent normally (Ctrl+T / New Agent / plan / subagents) in a long-lived Windows workspace.
Close extra Agent tabs.
Quit and reopen the project.
Expected Behavior
Agent tabs capped at 5.
File tabs still capped at 25.
Closed Agent tabs stay closed after restart.
settings.json has a stable key, or Default Location = Pane actually keeps Agents out of the editor group.
