Background agent can't connect

Everything else works fine but when I try to send a message to a background agent. I’m getting these error messages:

  1. Connection failed. If the problem persists, please check your internet connection or VPN
  2. Failed to start Background Agent. [resource exhausted] Error

I checked my internet, and it’s working fine. I’m not using the VPN, and my machine has enough resources.
