Does this stop you from using Cursor

No - Cursor works, but with this issue

Hey @Maor_Botton, resuming a blocked turn (“Try again” / “Continue working”) gets the message through, since the hook re-runs with an empty prompt on resume. That’s not intended behavior for an enforcement hook, and we’ve let the team know.

Quickest way to close it now is to enforce inside the hook rather than on a single prompt: every call includes a stable conversation_id (hooks reference), so when you block a prompt, record that conversation_id and return continue: false for any later call in the same conversation. That fails closed on both the resume and the “leave it and send another message” paths. Starting a new chat after a block also clears it as a quick reset.

I’ll follow up here when there’s an update.
