Hey @Leon_He

Uploading plugins manually isn’t something on our short-term roadmap, so I don’t want to promise anything here. This thread stays open as the feature request, and anyone else who needs this can vote for it at the top of the thread. That’s the clearest way for us to see how many teams need a non-Git option.

In the meantime, parts of your plugin can be distributed without a Git repo. Your team admins can create Team Rules and Team Hooks directly in the web dashboard, and they sync to all team members automatically:

> **[Rules | Cursor Docs](https://cursor.com/docs/rules)**
>
> Configure persistent instructions with Project, Team, and User Rules, plus AGENTS.md. Learn best practices for effective coding guidelines.

> **[Cloud Distribution (Enterprise Only) - Hooks | Cursor Docs](https://cursor.com/docs/hooks#cloud-distribution-enterprise-only)**
>
> Hooks let you observe, control, and extend the agent loop using custom scripts. Define hooks in hooks.json files at the project or user level, or install them through plugins from Customize. Hooks are spawned processes that communicate over stdio...

MCP servers can be added with “Add MCP Server” as mentioned above. Skills and full plugin bundles still need a Git-backed marketplace for now.
