On Customize → Rules, the New button is missing when Team and/or Workspace scopes are selected. It only appears when User is selected alone (Team and Workspace deselected).
Docs say project / Remote Rule (Github) are created via Customize → Rules → Add Rule with a project open. That path is blocked when Workspace is selected — which is the scope where project/remote rules should live.
Steps to Reproduce
Open a multi-root workspace (example: fe.code-workspace with several folders).
Open Customize → Rules.
With User + Team selected (default): no New button.
Deselect Team and Workspace; leave only User selected: New appears.
Select Workspace (and/or Team) again: New disappears.
New appears only with User as the sole selected scope.
Expected Behavior
New / Add Rule available under Workspace/project scope for project rules and Remote Rule (Github).
User-only scope can still create User Rules, but must not be the only place New appears.
Thanks for the report! Looks like there’s an issue here. Any multi-selection in the Customize scope picker (the User + Team default included) removes every “New” affordance on the Rules tab; only a sole User (or sole workspace) selection restores it.

For some reason when I go to Cursor Settings → Rules, there is no + New button for workspace rules, only User rules have the + New button. Why can’t I add new workspace rules?
You’re right, apologies for the confusion. The change narrowly missed the 3.17 release, so it isn’t in 3.17.21. It’s on track for the next release (3.18).
