Embedded browser inside Cursor appears above the image dialog (dialog overdrawn/penetrated)

Describe the Bug

Cursor can show an embedded browser and an image preview dialog at the same time. The dialog should always be on top, but the embedded browser is rendered in front, making the dialog partially or fully hidden and unclickable.

Steps to Reproduce

  1. Open the command palette with Cmd+E (or Ctrl+E on Windows).
  2. Enable Cursor Browser to display the embedded browser.
  3. In Chat (e.g., using Agent Mode), perform actions in the browser such as page navigation to trigger “Screenshot captured.”
  4. With the embedded browser visible, click “Screenshot captured” to open the image dialog.

Expected Behavior

The image dialog stays on top; the embedded browser remains behind it (dialog receives input)
