I just started using it again today (8:30AM EDT) and it seems to be working fine again. Requests are fast, Cursor is finally using the rules again - properly, this time - and prompt results are precise.
I didn’t change anything, and I use privacy mode enabled. Guess it’s just luck 
Was happening to me on MacOS with Cursor’s latest version. I was able to work around this problem by making the prompt a lot smaller than what I was giving it at first.
I found if my python.py script was running while it was trying to edit it would get confused (especially if re-running automatically in a loop)? Maybe Cursor watches for changes in .pyc directory? Not sure but many ‘can’t edit’ not applied this week : (
