GPT 5.2 Codex Extra High does not use the native TODOs when planning

Describe the Bug

When planning with GPT 5.2 Codex Extra High (not sure with other thinking levels) the plans are created with TODOs inline inside the markdown instead of using the native Cursor TODOs

Steps to Reproduce

Create a plan with GPT 5.2 Codex Extra High and see that it does not make native TODOs

Expected Behavior

Should use the native Plan Mode TODOs
