You’re right: routine runs don’t currently get your Bot’s inbox tools, only its main chat does. Nothing’s wrong with your setup, and we’ve let the team know.
For now, Gmail is the way to send the briefing unattended. If it needs to come from your mail.grokbot.com address, have the routine hand it to the Bot’s main chat, which will ask you to approve the send.
I’ll post here when there’s an update.
