### Describe the Bug

I don’t know if it is problem with cursor or models. But I have rules listed in User rules and project-level rules. But models just ignore them - often even when I specifically tell them to use rules - they confirm they can see them. The only model that seems to always read and follow rules - claude-4-sonnet, without my direct prompt - uses rules every time. o3, gemini-2.5-pro - ignore them all the time

### Steps to Reproduce

Obvious from the description

### Expected Behavior

Models have to follow rules without my direct prompt at every reqest

### Operating System

MacOS
