Plan Mode is missing To Do list, affects Auto and multiple models

I prefer to use Auto mode and it happens 100% of the time in Auto mode for me. (request id: ae63eb80-7138-449d-92d7-c7725855da95)

It’s happening with Composer 1.5 (request id: d6b9e79f-8e22-4fee-8011-3653377e7474)

Opus 4.6 :brain: works correctly and generates the ToDos as expected (request id: 6d4797b9-e400-413a-9e7f-27d47ba09fcc)

This is a real challenge for me as I prefer to us Auto mode and I want to be able to assign ToDos to subagents, so this bug makes my workflow impossible. Is there any workaround or special prompt I can use to trigger the todos to be generated? I’ve tried asking the Plan Mode agent to create todos but it doesn’t work properly as the todos are just a bullet point list.

This is happening in the latest version - BUT, it has been a problem for ~3 months. I always update to the latest version and for me, this has not worked at all since December 2025.

Steps to Reproduce

Write a prompt in “Plan Mode” with one of these selected: “Auto”, “Composer 1.5” or “Codex 5.2”.

As a simple example for the request ids used above is used this prompt: “reorganise the cursor rules and skills to make them more efficient”

Expected Behavior

Plan is generated with a To Do list, which can then be used to pass tasks to subagents.

However, the To Do list is empty and prompting the agent to create a To Do list never works (at best it creates a bullet point list, but never a list in the correct part of the Plan.

Hey, thanks for the detailed report. This is a known issue. We’ve had a few reports that in Plan mode, tasks are generated incorrectly, especially with non-Anthropic models.

Related threads for reference:

Your note that Opus 4.6 works but Auto, Composer 1.5, and Codex 5.2 don’t matches what other users have reported. Anthropic models seem to handle the task format correctly, while others don’t.

As a temporary workaround:

  • Use Opus 4.6, or another Anthropic model like Sonnet 4.6, specifically for Plan mode when you need tasks and the sub-agent workflow
  • For everything else, you can still use Auto

The team is aware, and we don’t have an ETA for a fix yet. Let me know if using Opus for Plan mode is enough for your current workflow.

I think there are a couple of problems with this advice:

  1. There is no longer a way to have different default models for different agent modes - so its a manual task to remember to switch models
  2. The costs are not the same as using Auto

Is it possible to bring back the configuration option to select a different default model for each agent mode?

I’m glad to hear the team are looking into the defect already - this is a significant part of the Cursor functionality, so for it to be broken for such a long time is a concern to me.

As a workaround, after the Plan is created, I prompt:

There are no To-dos. Please add all necessary To-dos to the plan.

and it adds the To-dos correctly.

when the bug first appeared i was trying this and it didn’t work (the todos were added in the body of the plan as bullet points).But, I just tried it again at your suggestion and it worked. Thanks!

plan mode has become very unreliable… only works on opus or sonnet. todo dont show and it used tons of credits even though all is indexed
