This is a real challenge for me as I prefer to us Auto mode and I want to be able to assign ToDos to subagents, so this bug makes my workflow impossible. Is there any workaround or special prompt I can use to trigger the todos to be generated? I’ve tried asking the Plan Mode agent to create todos but it doesn’t work properly as the todos are just a bullet point list.
This is happening in the latest version - BUT, it has been a problem for ~3 months. I always update to the latest version and for me, this has not worked at all since December 2025.
Steps to Reproduce
Write a prompt in “Plan Mode” with one of these selected: “Auto”, “Composer 1.5” or “Codex 5.2”.
As a simple example for the request ids used above is used this prompt: “reorganise the cursor rules and skills to make them more efficient”
Expected Behavior
Plan is generated with a To Do list, which can then be used to pass tasks to subagents.
However, the To Do list is empty and prompting the agent to create a To Do list never works (at best it creates a bullet point list, but never a list in the correct part of the Plan.
