The easiest solution (the best one available to this issue I could find) is to simply add the text “Follow the cursor rules for this project” whenever you want the rules to be picked up.
This forces the models to use the rules and if you uncollapse the CoT of reasoning models, you will see them referencing the rules you’ve created.
