[Rules] Unable to add description to rules in 0.50.3

I’m not sure why, but I don’t see a way to add/edit a description for a rule. At the top of file, I don’t see the meta data I could enter, which includes description.

But when opening the file in vscode or other editor, I can see the entire file including the metadata

The screenshot shows the top of the file, not able to see metadata/frontmatter.

Am I missing something or doing something wrong?
