Cursor should support a global AGENTS.md file that applies in all projects. Claude and Codex already support this (at ~/.claude/CLAUDE.md and ~/.codex/AGENTS.md respectively). Cursor could use ~/.config/agents/AGENTS.md (there is already a proposal to make this the standard) or ~/.cursor/AGENTS.md.
