User Action:
I hit the “Toggle Agents” button at the top, without any agents currently open, wanting to browse among my existing agents.
Current Behavior:
A “New Agent” window immediately opens, which I did not ask for
A button appears on the right for “Toggle Agents Side Bar” (Isn’t that what I already requested, when I clicked on “Toggle Agents” on top"?) Yet that side bar is not displayed.
If I close the unwanted New Agent window without first hitting the “Toggle Agent Side Bar” button, the whole thing goes away, and I have to hit “Toggle Agents” above again, to start the whole process over
Next, I have to click that right hand “Toggle Agents Side Bar” button to get what I wanted in the first place
Last, I still have to close the unwanted New Agent window to complete the process
Expected Behavior:
When I click “Toggle Agents” up top. the toggle agent side bar immediately opens just like I intended, thus fulfilling the meaning of “Toggle Agents”
If I then want to create a New Agent, the option is right there at the top of “Toggle Agents”

Does this stop you from using Cursor?
Yes - Cursor is unusable
Sometimes - I can sometimes use Cursor

Quick way to unblock yourself in the meantime: to jump straight to your existing agents list without spawning a New Agent, use Toggle Agents Side Bar instead of Toggle Agents up top:
Mac: ⌘⌥U (Cmd+Option+U)
Windows/Linux: Ctrl+Alt+U
Or from the Command Palette: Toggle Agents Side Bar
That opens just the agents list, no New Agent. And if you do end up with that empty New Agent, it doesn’t start or run anything until you actually send it a prompt, so you can close it with no side effects.
On the bigger point: right now the top Toggle Agents control is a combined show/hide for the whole agent panel (list plus chat), not a pure “show my agents list” - which is exactly the friction you’re describing. It’s something we’ve heard from a few others too. We’ll track this thread to gauge interest, which helps the team prioritize making Toggle Agents open straight to the list.
