User rules are not getting followed

Describe the Bug

I have written a rule in cursor setting and when i hit generate commit message the rules is not getting follwed. In my company’s account it is respecting user rule when generating commit.

Steps to Reproduce

  • open cursor setting
  • in the user rules write one rule, ‘- when generating commit message start with “#”’
  • make some changes in the project code
  • hit button generate commit message, in the source control of git
  • the generated commit message is not respecting the user rules

Expected Behavior

  • the generated commit message should start with #
