When referencing rule files in a prompt for context, it seems as though the agent, despite having a DIRECT REFERENCE to the rule file in the context of the prompt, cannot find the rule. It will try to read the rule, fail to read it, then usually try a variety of options to try and find the rule, which it is not guaranteed to find.
See attached screenshot of example. This happens VERY frequently. I rely on a key set of rule files now for implementing a wide range of new APIs, and it seems totally arbitrary whether and which rules are followed or not. I decided to ask the agent to craft a better prompt for me, and even for that task, the agent usually can’t seem to find many of my rule files without going through an extended search process like this.
I think this issue is greatly hampering the application and adherence to rules.
Steps to Reproduce
Create numerous rules.
Attach many to a single prompt.
Execute the prompt.
Not all rules are followed.
Expected Behavior
ALL rules, if directly attached to context, should ALWAYS be able to be found DIRECTLY, without the need to search or hunt for the rule file. Somehow, a directly attached piece of context is not being found. That should never, ever be an issue.
