Agent CLI does not listen to attribution rules

Where does the bug appear (feature/product)?

Cursor CLI

Describe the Bug

No matter what you do, a trailer is added to the git commits. This defeats the purpose of the cursor configuration to turn this off, and I generally don’t like them in my commits. I have accepted that cloud agents do it, but the agent CLI should behave like the IDE

Steps to Reproduce

Tell the CLI to commit something after already configuring attribution / trailers off.

In this case, I actually asked the agent to explicitly make a rule to not add the trailer and it adds it anyways.

Expected Behavior

It should not add the trailers if it’s configured to not add trailers.
