Title: Agents Window always fails with ERROR_EXTENSION_HOST_TIMEOUT (IDE chat works)
I can see old chats in Agents Window, but continuing any of them fails every time with:
ERROR_EXTENSION_HOST_TIMEOUT
Agent Execution Timed Out [deadline_exceeded]
“The agent execution provider did not respond in time.”

What I already tried:
- Reload Window
- Developer: Reload Window
- Remote-SSH: Kill Remote Server and Reload Window
- reconnecting to the same host/folder
Context:
- SSH host: josh-tailscale (100.102.21.33)
- Project: /home/jdizz2/Joshmaster
- IDE chat works; only Agents Window execution times out.
- Recovered transcript files exist locally (97 files), so chat data is present.
