Allow configurable minimum width for the right sidebar

Describe the request

Enable a configurable minimum width for Agent Chat Sidebar.

The recent nightly update increased the minimum width of the right sidebar to prevent the chat tabs from horizontal scrolling. While I understand the reasoning, this change makes it difficult to use a two-column layout alongside the sidebar — the sidebar now occupies too much horizontal space, forcing me to collapse it or switch to a single column.

Request:

Add a setting (e.g., cursor.sidebar.minWidth) that lets users configure the right sidebar’s minimum width. This would allow users who prefer narrower sidebars — especially those working with split-editor layouts — to reclaim screen space while keeping the default behavior for everyone else.

Alternatively, lowering the default minimum width slightly would help accommodate multi-column workflows without reintroducing significant horizontal scrolling.

Use case:

I regularly work with two editor columns open side by side and the AI chat panel in the right sidebar. Before this change, I could comfortably fit all three. Now the sidebar’s minimum width pushes one of the editor columns too narrow to be usable.
