Background agent cannot create GitHub issue

My Cursor Github App has read/write permissions:

Permissions
 Read access to actions, commit statuses, deployments, members, metadata, packages, and pages
 Read and write access to checks, code, discussions, issues, pull requests, and workflows

However, the agent says it does not:

I cannot create GitHub issues or edit/comment on PRs from this environment: every attempt returns 403 Resource not accessible by integration (issue creation + PR update/comment).

Hey, thanks for the report. This is a known issue, and the team is already working on a fix.

A similar bug is discussed in this thread. The agent also gets a 403 “Resource not accessible by integration” when creating a PR, even though the permissions are correct. The issue is on the Cursor integration side with the GitHub API.

Temporary workaround: After the agent finishes, it usually provides a link to manually create the issue or PR. You can use that until the team ships a fix.
