[Bug] DPA page returns 404 when accessed from Japan

The Data Processing Addendum page at https://cursor.com/terms/dpa is inaccessible from Japan. Accessing this URL from a Japanese IP automatically redirects to https://cursor.com/ja/terms/dpa, which returns a 404 error.

Steps to reproduce:

  1. Access https://cursor.com/terms/dpa from a Japanese IP address
  2. The site redirects to https://cursor.com/ja/terms/dpa
  3. The page returns 404

This also occurs in incognito/private browsing mode, so it appears to be IP-based geolocation redirecting rather than a browser language setting issue.

The English version of the page exists and renders correctly (confirmed via non-JP access), but the Japanese locale route (/ja/terms/dpa) has no corresponding page.

This is a significant issue because the DPA is a legal document that users need to review for compliance purposes. Users in Japan (and potentially other non-English locales) are unable to access it through normal browsing.
