Cloud Agents blocked with “used all included Cloud Agent usage” while on-demand is already Unlimited

Where does the bug appear (feature/product)?

Cloud Agent (GitHub, Slack, Web, Linear)

Describe the Bug

Ultra plan. Included usage resets on Oct 13. Plan & Usage currently shows Cursor Models (Cursor Grok and Composer): 1% used; Other Models: 100% used; On-Demand: $1,219.11; Monthly Limit: Unlimited, and Save has been used. Starting a Cloud Agent shows: “You’ve used all included Cloud Agent usage. Enable on-demand usage to continue using Cloud Agents.” On-demand is already enabled with an Unlimited monthly limit, so there is no setting left to turn on. This is different from the spend-cap case in Cloud Agents (web): blocked by on-demand spend limit even when included Cursor Models capacity remains, which had a $20 on-demand cap while Cursor Models capacity remained.

Steps to Reproduce

  1. On the Ultra plan, open Plan & Usage and confirm Cursor Models (Cursor Grok and Composer) is 1% used, Other Models is 100% used, On-Demand is $1,219.11, and Monthly Limit is Unlimited with Save already used. 2. Start a Cloud Agent. 3. Observe the banner: “You’ve used all included Cloud Agent usage. Enable on-demand usage to continue using Cloud Agents.”

Expected Behavior

With on-demand set to Unlimited, Cloud Agents should continue and bill on-demand instead of telling me to enable on-demand usage.

Does this stop you from using Cursor

No - Cursor works, but with this issue

Hey @Julian_Isaac, thanks for the report, and sorry about the confusing message.

The real reason Cloud Agents stopped is that the latest on-demand charge on your account didn’t go through (the card payment was declined). While that invoice is open, on-demand usage is paused, and the Cloud Agent dialog incorrectly falls back to “Enable on-demand usage”. I’ve flagged that wording to the team.

To get unblocked:

  1. Go to cursor.com/dashboard and open Billing & Invoices.
  2. Pay the open on-demand invoice, or update your card and retry the payment.
  3. Start your Cloud Agent again. It should go through within a minute or two of the payment clearing.

In the meantime, agents on Cursor models (Cursor Grok or Composer) still run on your included usage. Only agents on other models need on-demand.

Hi Colin, thanks for looking into this and flagging the misleading message. I’ve since paid the charge and sent the receipt to support. Could you confirm which invoice you’re referring to and whether that payment has been applied?

Since posting this, I’ve also received a notice saying my Cursor account has been closed for Terms of Service reasons. I’ve requested human review, but the replies so far have been AI-signed responses saying my account is blocked and access can’t be restored.

Could you help get this reviewed by a person and clarify whether the closure is related to the billing issue? I’m still unclear on what caused it or what I need to resolve. I can provide the support ticket references privately; support already has the payment receipt.

Hi Colin,

Just checking if you’ve had a chance to look into the account closure and payment status. I’m hoping to get some clarity on what’s needed to resolve this and restore access. Let me know if you need any additional details from my end.

Hi @Julian_Isaac

I’m following up on this internally. Thanks for your patience.
