What behavior are you looking for? I assume that if you’re using Cursor in Agent mode, at some point you would like a code change. Are you looking to approve every change? Something else?
Cursor to recommend changes, I them to implement. Mode “Ask” is seemingly correct, according to my need. This programme, Cursor, appeares to be messy and so difficult to be understood.
