Do Agents CLI and Agents API relies on the index stored in cloud?

Hello!

I’m running the cursor-agent CLI on the repo that has an index stored, but apparently (based on the results), the index is not being used by the CLI agent. Is that expected, and how to make sure it uses it?
A similar question goes about the Agents API: is it relying on the stored index?
