Plan mode cannot access to MCP tools?

Describe the Bug

When I ask the agent in plan mode to access to a MCP tool, it does not even try to use the MCP server. When using agent mode, it works fine. Why the MCP tools are not available in plan mode ?

Steps to Reproduce

Ask “Read JIRA ticket https://jira.url/ticketID and plan the work accordingly”

Expected Behavior

The agent is supposed to call JIRA MCP tool to read the ticket

No - Cursor works, but with this issue

I also noticed it, it’s really strange that MCP tools are not available in the plan mode. If I need to interact with some 3rd party via agent, I usually use context7 and plan mode can’t do it
