Why is o4-mini request NOT counted as 1/3 premium request?

Given that API cost is similar for o3-mini and o4-mini, why is o4-mini counted as a full premium request while o3-mini request is counted as 1/3 premium request?

Simple answer: because Cursor is greedy

Correct the table so that it does not mislead people, or, if the table is correct, make sure that the queries are not deducted.
