"You've hit your usage limit", when only 70% used

When trying to run gpt-5-pro model, I see message: “You’ve hit your usage limit. Upgrade for more usage. Get more credits on higher plans.”, but only 70% of my 20$ (“pro”) plan is used. One day remain before month-billing period update.
The similar situation was in previous months when I tried to run opus-4.1 near end of billing period.
Do it deliberate politic to not allow to run costly models at end of billing period?

Running gpt-5-pro, 70% only of month limit (“pro”, 20$) used, one day before billing period end.

I was able to launch gpt-5-pro by activating “On-Demand Usage”, but all the costs were placed on “on-demand usage“ (despite the fact that I haven’t used up my main limit). So now:
Included in Pro: 14,17 $ (from 20$ plan)
On-Demand Usage: 1,03 $

It would be good to clarify how the limits on expensive models work.

Plan was renewed last November 29th. So you should have access to all models now since the usage limit has reset!

But it wiil be good to clarify:

  • do separate month level limit for expensive models exist (and what limit particulary: in cost or number of requests),
  • or the access is just stopped few days before end of billing period.
