0.48.0 shortcut key failure & config failure

Yes, activity bar has been butchered, doesn’t change its location too

I also noticed bug with acitivityBar in v0.48.0, the “workbench.activityBar.orientation” is not working

ActivityBar orientation vertical is working in 0.48.1 again.
