Describe the Bug
Code refactoring happens only line-based and not globally in the codebase. After first change the code locally the whole codebase brakes. Why doesn’t it use native find-replace tool?
Steps to Reproduce
It is not easy to reproduce as agent actions are stochastic, but when it thinks that it found a problem and changes the code it does it locally, not globally.
Expected Behavior
The agent should have access to find-replace tool and if it sees that the code is not used anywhere else, it changes it. If the code is used in other symbols - it warns about it and asks a permission the same way as now for running CLI commands.
