Where does the bug appear (feature/product)?

Agent is rewriting full file every time. At least so does it look in UI, may be only display issue.
Steps to Reproduce
This is new file created by this agent.
May be random, but already happened to me twice in a row.
Expected Behavior
Agent only edits lines relevant to issue to reduce noise and save tokens.
