Always tries Unix commands first

Describe the Bug

I am using windows powershell, and no matter where I tell cursor to use ps commands it always waste time trying the Unix commands first. I put it in my rules files and ive told it directly and yet it still say oh sorry i should use powershell blah blah blah

Steps to Reproduce

Have composer try any command in a windows environment

Expected Behavior

Should use proper ps commands

Windows 10/11

Does this stop you from using Cursor

No - Cursor works, but with this issue
