Describe the Bug
Spend Limit settings do not allow setting the limit to 0 and there is no clear way to disable the limit state.
Steps to Reproduce
- Open Billing settings. 2) Go to Set Spend Limit. 3) Try to set value to 0 or disable the limit. 4) UI only exposes preset amounts ($50/$100/$200/$500), Unlimited, and Custom; 0/disabled path is unavailable.
Expected Behavior
Users should be able to set an exact value of 0 and/or explicitly disable spend limit with a clear saved state.

Impact: cannot enforce strict no-spend guardrail and cannot fully disable cap behavior per user preference.
