Is there a way in a Cursor Teams subscription to prevent users from installing plugins if they are not approved by an administrator?

Yes, there are admin controls available on the Teams plan for managing plugin access. The answer depends on which type of “plugin” you’re looking to control:
Cursor Marketplace Plugins (skills, subagents, MCP servers, hooks, rules)
As a team admin, you have a few controls available in your admin dashboard:

Public Marketplace Allowlist (Dashboard > Settings): You can restrict which plugins from the public Cursor Marketplace are available to your team. If you leave the allowlist empty, the public marketplace is effectively disabled for your organization.

Team Marketplace (Dashboard > Settings > Plugins): You can create a private team marketplace by importing a curated GitHub repository of approved plugins. The Teams plan supports up to 1 team marketplace. This gives you full control over which plugins your team has access to. See the Plugins docs for setup details.
