Cursor edits to rules always want to erase the frontmatter

Describe the Bug

Any edits done by Cursor to a project rules will have the underlying model try to remove the frontmatter section. Even if Cursor is specifically directed to not touch the frontmatter part.

Steps to Reproduce

Ask Cursor to make a modification to a project rule.

Expected Behavior

Frontmatter is left untouched, unless changes are asked for. In this case, Cursor should be able to edit the frontmatter, and conflicts with the Cursor MDC enhanced editor should not occur.
