Cursor is just spinning around not repeating the same message?

When cursor is supposed to do a code change, it just repeats the same message about doing the change, but it’s not doing anything.

Steps to Reproduce

  1. ask it do do a code change
  2. see it repeat the message of doing it but not do anything

Expected Behavior

It should do the code change

This looks like a bug with the apply tool. The agent gets stuck repeating the same actions instead of applying the changes.

this has been happening for over a week in varous processes, not just this one. I just got tired of it today, so I reported it while I was waiting for something to move forward.
