I have many microservice projects here. It should display the top-level rules under ALL/USER/ and many other project names (or folder names), but currently only the first project, the operation-center project, is showing up. The operation-app and many other projects are not being displayed.

Steps to Reproduce

The workspace contains multiple projects, each with a .cursor/rule/***.mdc file, making the issue inevitably reproducible.

Expected Behavior
