GitLab integration requires a paid GitLab plan (Premium or Ultimate). Project access tokens, which are required for this integration, are not available on GitLab Free.
However, according to GitLab’s documentation, the availability of project access tokens differs between GitLab.com and GitLab Self-Managed:

The GitLab Premium or Ultimate requirement only applies to projects on GitLab.com, where project access tokens aren’t available on the Free plan. GitLab Self-Managed and Dedicated instances support project access tokens on any license, and Cursor’s integration works with them.
Right now, the wording on the page reads like the limitation applies to both GitLab.com and self-hosted. I’ve passed this to the team so they can update the docs and separate these cases.
One related thing to know: connecting a self-hosted GitLab to Cursor is available on the Team and Enterprise plans.
