Is Deepseek v3.1 free request model?

Deepseek v3.1 is sometimes considered as a premium request.
it does not happen alway; but happens when I use it repeatedly(I assume it is being calulated a 0.33 of a premium request).

Steps to Reproduce

Sending request to deepseekv3.1 repeatedly.

Expected Behavior

I assume it should not be counted as a premium request.

No - Cursor works, but with this issue
