Models ignore manual plan edits

Where does the bug appear (feature/product)?

Cursor IDE

Describe the Bug

It is possible (and desirable) to edit and save plan file in Markdown mode, however, such edits are ignored by agents. This includes main agent executing or updating the plan, but not only.

Plan included fetching docs from Context7 MCP and placing them at certain paths. These paths were wrong, so I edited them. Still, I launched ‘side’ agent launched in side chat, added full plan to context, and asked to fetch only docs listed in a single point of the plan specifically. Agent ignored edits and still followed the old plan, placing docs under old paths.

Steps to Reproduce

  1. Create a plan
  2. Edit details of the plan
  3. Execute the plan OR ask agent to modify the plan OR add plan to context of a new agent and execute it

Expected Behavior

All manual edits are respected by agent both when modifying plan in Plan mode and executing it.

Does this stop you from using Cursor

No - Cursor works, but with this issue

Hey, thanks for the report. This is a known issue in Plan mode, and the team is actively investigating it. Manual edits to plan files don’t always sync correctly when agents execute or modify plans.

Temporary workaround: some users avoid the issue by keeping plans in regular markdown files outside Plan mode’s internal system.

The team is working on improvements to Plan mode.
