Agent mode is unable to save any plans it creates, since it does not have permission to write to files. This may be by design for safety, but in the event that you install an update, restart the IDE, etc. it is easy for the plan to be lost since it is not saved anywhere. It also does not appear to be possible to manually save a plan yourself - no options in the File menu to Save or Save As (they are grayed out).
The workaround for this is to switch to agent mode, which has permissions to write to files, and ask it to save the plan. Having a plan saved is also critical when working across multiple models and agents, allowing each one to reference the plan.
I would recommend that the ‘plan’ mode be given permissions to write to .cursor/plans by default, allowing it to save plans.
Steps to Reproduce
Use plan mode to create a plan, it will not save the plan on its own, and when prompted to save the plan, it will respond that it is unable to save plans since only agent mode can write to files. After creating a plan, attempt to use File → Save or Save As, and those functions will be unavailable. Right-clicking on the tab of the plan also does not show any options to save.
Expected Behavior
User should be able to manually save plans, and ideally the plan agent would have permissions to .cursor/plans, allowing it to save plans.
