After upgrading to 2.4 the plan mode no longer generates the To-dos and whenver i try to build the plan it complains that no todos found should proceed as it is.

Steps to Reproduce

Use plan mode and provide any prompt

Expected Behavior

It should generate proper independent to-dos so that agent can work on each accordingly

We’ve seen a similar issue with Codex models (Codex struggles to write proper plan to-do's), but you mentioned “Auto,” which doesn’t tell us which exact model Cursor picked.

Can you help us debug?

  1. The Request ID from the failed attempt to create a plan (chat menu top right > Copy Request ID)
  2. Try explicitly selecting a different model (for example, Claude Sonnet 4.5) and create a plan. Do the todos work there?

This will help us figure out if it’s model-specific (like with Codex) or a broader issue.

When you create a plan, it’s not generating any to-do’s anymore.

it is supposed to make todos. In fact, after it makes the plan, it complains that there are no to-dos.

Starting few versions ago I start seing these

I don’t see any existing todos for this plan (frontmatter shows todos: []). How should I proceed?

when this happens gpt ask me what to do : I choose to create the todo ids… it continues… but it’s unusual

Hey, thanks for the report. This is a known issue. A similar bug happened in versions 2.3.8 to 2.3.9 and it was fixed in late December. I see you’re on 2.4.23, so this could be either a regression or a different case.

Try a workaround that helped other users:

  • Instead of the “Build” button, ask the model to recreate the plan via a text prompt in chat: “recreate the plan, it’s empty”
  • Or start a new chat and create the plan again

To help us understand the issue better:

  • Does this happen every time or only sometimes?
  • Can you share a screenshot of the chat with the plan, where we can see the model asking “How should I proceed?”
  • Does the model not create any todos at all, or does it create an empty array?
