There is only one Pro plan as the student discount is applied to the Pro plan as a monthly discount for 12 months which gives you $0 cost.
Yes the message shows when the system detects you may use up your monthly allotment before the next renewal on 9th October (for your account). The plan renews monthly so latest on 9th October it will start fresh.
The notification is to let you know when you are projected to use up your allotment and to start optimizing your token usage or alternatively to switch to the Usage Based billing once you reach your usage limit. Usage Based billing is charged separately from the monthly plan.
