Terminal shortcut Ctrl + ` does not work sometimes

Sometimes when I press Ctrl + tilde the terminal is not opening. This is really annoying and I have to press 'New terminal in the top menu.

Steps to Reproduce

Press the shortcut for opening the terminal (Ctrl + tilde)

Expected Behavior

The terminal opens.

No - Cursor works, but with this issue

Hey, if your system has a language other than English, when you switch between languages, Cursor might not recognize the shortcut. Apparently, it only works with the English layout.

I knew about this problem. I couldn’t comment a line of code with Ctrl + /. Didn’t know these two problems are the same.
