I’m not sure if it’s a bug or a desired behavior, but the “Review next file” button doesn’t appear if no files are open in the central window. I think it’s useful to show it even if no files are open, so you can easily see the changes made to the files. What do you think?

This is actually expected behavior. The Overview panel shows up in the context of the file you currently have open. I get that it’d be useful to see it even when no file is open for quick navigation.
I’d recommend creating a feature request so the team can consider the idea. Thanks for taking the time to share this.
