User Rules resize section UI bug: Oversized, awkward appearance

Describe the Bug

There is a UI issue in the User Rules section when managing custom rules and preferences. The resize section and its editable text area are appearing much larger than expected, making the interface look awkward and taking up excessive vertical space.

Steps to reproduce:

    Go to Settings → User Rules.

    Try editing or resizing a rule.

Notice the section for editing/resize is too big and does not scale naturally.

This impacts readability and makes rule management less efficient.
