Add link to changelogs to update available popup.

Describe the request

I’d like it if a link to the changelog of the latest cursor version was available before choosing “install now” or “later” to decide if it is worth updating immediatly and interupting the user flow.

Button options currently:

[Later] [Install Now]

Button options after proposed change:

[Later] [View Changelog] [Install Now]
