BugBot Collaborator can't invoke via "bugbot run"?

Describe the Bug

We found that when a collaborator comments bugbot run on a PR of a private repo, bugbot doesn’t start.
When the owner repo comments bugbot run, cursor’s bugbot does start.

Is this some known limitation when working with collaborators?

Steps to Reproduce

Invite collaborator to private github repo.
Collaborator creates a PR.
Collaborator posts a comment with bugbot run.
Nothing happens.

Expected Behavior

Bugbot starts running and reviewing the code

No - Cursor works, but with this issue
