This is a known network issue related to HTTP/2. Please try the following:
- Settings → search “HTTP/2” → enable “Disable HTTP/2” → restart Cursor
- Settings → Network → Run Diagnostics → screenshot the result
- Are you using a VPN/proxy/corporate network? Try without them or on a different network
